TRAFFIC CALMING
Labour councillors support the Department of Transport’s guidance on 20mph speed limits zones. Department of Transport guidance says on 20 mph zones “Road speeds above 24mph should be traffic
calmed where there is no police support.”
Lancashire Constabulary will not support 20mph limits with signage only; they do not have the resources hence the need for self policing engineering solutions or speed camera's.

- Road speed reduced by 9 mph
- Accident frequency fell by 60%
- Accidents to children fell by 67%
- Traffic flow in the zone fell by 27% (important where there is rat running)
- Accidents to cyclists fell by 29%
Using signs only to influence speed, a reduction of only 2mph is achieved. Data from vehicle speed surveys show a high proportion of drivers exceed posted speed limits.
A 2Omph trial without traffic calming measures was carried out around 13 Lancashire Schools. Initially speed fell, but soon returned to the previous levels. Over 600 parents who took part in the
study branded it a failure and asked for traffic calming, speed cameras or school crossing patrols instead.
Yet despite all this evidence, the Tory/Lib Dem Coalition still insists on supporting 20mph zones WITHOUT traffic calming measures. They voted AGAINST Labour’s
proposals for speed calming measures to be implemented in Preston. The Tories and Lib Dems IGNORE advice from the POLICE and the DEPARTMENT FOR TRANSPORT.
The Tories and Lib Dems don’t have a proper policy for getting speeding down and protecting residents. Only the Labour Party is fighting to keep you safe in Preston.
